New endpoint in Filters resource

We have added a new GET /filters/helpers endpoint to the Filters resource.

The new endpoint allows you to see the all the possible operators and their meanings for creating conditions in order to either add or update a Filter. Here is a tutorial showing how to add a new Filter using the GET /filters/helpers endpoint.
